In 2019, after more than two decades of global safety leadership spanning eight international jurisdictions across defense, government, and public sectors, Jose Mosquito Jr. founded L6I Quality Solutions with a clear mission: to help organizations move beyond compliance and toward sustainable operational excellence.

The journey to L6I wasn’t a straight line. It was forged through military service, managing multimillion-dollar defense programs in Afghanistan and Kuwait, directing county-wide safety operations, and learning — sometimes painfully — that the gap between knowing about risk and actually managing it is where most organizations fail.

The L6I Framework

The name L6I stands for Leadership and six principles that all begin with I: Integrity, Innovation, Insight, Implementation, Influence, and Integration. These aren’t abstract concepts — they’re the operational pillars that Jose has used to build safety cultures in some of the most challenging environments on earth.

The framework is documented in Jose’s book Strategic Safety Leadership: A Playbook for Human-Centered Risk Management, which provides a practical, field-tested approach to building organizations where safety drives performance rather than competing with it.

Why It Matters Now

The global GRC market is projected to grow from $48.7 billion in 2023 to $179.5 billion by 2032. Organizations are investing in integrated risk frameworks because they’ve seen what happens when they don’t — workplace incidents, compliance failures, and operational disruptions that cost far more than prevention ever would.

L6I Quality Solutions exists to help organizations get ahead of that curve. Not with theoretical frameworks, but with battle-tested systems built by a leader who has managed risk in war zones, government agencies, and corporate environments alike.
